Heraclitus was a Greek philosopher, who said “You could not step twice into the same river; for other waters are ever flowing on to you.” In other words, we know that river flows continuously, so we can jump into it once…and by the time we get out of it and are all set to jump into it the second time…there is a complete new set of water of the river at the place where you had earlier jumped..!!
So, basically no one can jump in the SAME River twice, as the water keeps on flowing!!

Yes of course you can jump in the same river twice. A river is a river despite the water in it. A river with no water is still the same river. So while it is extremely unlikely that you could jump into the exact same bit of water twice you can still jump in the same river.

I believe that it is not possible to jump the same river twice as water is always flowing. even if we jump in it once the flow will continue and so we will not be able to jump in the SAME river water again.

At first it would appear obvious that the answer is yes - of course I can jump in the same river twice. On Monday I go to the riverbank, stand next to a marker - such as a tree - and jump in. If on Tuesday I do exactly the same then I have jumped into the same river twice. But on closer inspection the answer becomes more complex.
If we define a river as a flowing, moving body of water then the answer may be different - I may be unable to jump in the same river twice. For the water that I jumped into on Monday is no longer there when I repeat the same action on Tuesday. The water has gone, the river has changed and is not the same.
